		<description>&lt;p&gt;I hope this change happens sooner rather than later. We are a small 501(c)(3) non-profit with our main offices in Guatemala. Unfortunately, we share a dynamic IP through the Guatemalan telephone company with several internet cafes in the same village where we are located and that IP has now ended up on blacklists because of spamming that has originated from other computers using the same dynamic IP address. With the switch over to a domain-based reputation system, our organization would hopefully be able to send emails to our donors and supporters. With the current IP based reputation system, even many of our regular non-marketing emails are being blocked by such email providers as comcast, hotmail, etc. Please encourage this industry change. &lt;br /&gt;
